finds that the trades and occupations of persons employed in construction, demolition and excavation operations involve such elements of danger to the lives, health and safety of such persons and of persons lawfully frequenting the areas of such activities as to require special regulations for their protection in that such persons are exposed to the following a The hazards of falling and of falling objects and materials.The hazards associated with the operation of vehicles and of construction, demolition and excavation machinery and equipment.The hazards of fire, explosion and
